I imagine that you meant to say that when the speedo says 60mph the car is actuall going 61mph (larger diameter equates to more distance per revolution - speedos measure rotation and extrapolate to linear distance via calculation - hence the error when modifying wheel/tire overall diameter). Also, this may, in fact, be slightly more accurate than stock, as speedos are typically tuned slightly under the actual rated speed by 2-3%.
I may have it a little backwards but I get my information from:

Just a note on 22's and the 300C ride quality. Here are some pics of mine. The ride is very nice with the 22's. Much nicer then I thought it would be. As smooth as the stock 18's???? No but far from harsh....I guess if you like the "marshmellow" feel when driving a car I would stay with the 18's or 20's. But for the great looks and compliments wherever you go and the great performance you get from the 22's.....they are the only way to go....IMHO.

i maybe insane, but i actually like the look of the C with 20's as i like to see a little more tire. the 22's to me look like its all wheel, kind of a skeletion look. again, i did attend numerous grateful dead shows in the 80's, so i may be legally insane.
