I really do feel dumb! You were right. There was a layer of very thin protective plastic on both of them. I even had the car detailed after I got it and they never noticed it either. After the rain the other day, here, I was cleaning off the sill from some mud that had accumulated from the bottom of my shoe when getting in and that's when I noticed the white "corrosion" . After peeling off the tape all is well. The tape had bubbled evidently from being wet. You guys were right. Removing the tape removed the "Suspected Corrosion". I feel like a fool. The tape was so thin it fooled the detailer too who also never noticed it. It still has the protective plastic over it.
