Here is a video footage of the issue

while normal behavior for the Chrysler 300 is this !!

This issue happens even when I shut off the car and then start it back again within a minute or two

So you don't believe it may be a cold engine idle operation?

If not it may be that the butterfly in your throttle body is sticking a bit. When was the last time you cleaned the throttle body?

this is what it seems like but unfortunately it's wasn't due to cold idle operation

It's whenever I go to do something really quick and turn off the engine while it's at the operating temperature ,Then I come back and I turn the car , I experience this even If I didn't take more than two minutes

I know someone else who experience the same problem, and he cleaned the throttle body but still didn't fix the problem.

Thanks for the comment. I really appreciate it.

I think for the most part that it is normal, the 3.6 Pentastar will stay at high idle until the oil pressure levels from dry start. ( I'm assuming that you have the 3.6)
I will check mine periodically to see but I'm pretty sure it does the same.
