Very strange. This usually only happens with a new pump that is dry, but with any head pressure (ie tank above pump/pump wet immediately) usually sorts itself.
"Light steering with wheels off ground" is normal with no power steer and no load.
I would have said what is said above, ie lock to lock to bleed. I have rebuilt racks on cars so system completely empty, and they squawk a lot as get air out, but usually purge it.
You could have an air lock, unlikely, but possible. A number of ways to check. Initially, top up and leave over night/allow gravity to seep in, maybe help.
We had a pump running on a 5 inch gun and the guys are watching the shaft spin, NO output pressure. They suspected the pump, I suspected it was full of air. So I cracked the output union, nothing.......... then header level dropped, fluid runs out. Started up - perfect.
If it were me, I would leave it for a day to settle. Then I would turn lock to lock (engine running of course). If ANY squawk at all (apart from full lock relief valve lift) keep doing it until it stops.
If no joy, I would find an easy access union downstream from pump. Crack while not running/see if get fluid/watch tank level. Then try . If that doesn't fix, VERY CAREFULLY crack a union very slightly while running, see if that works.
That is the last resort if all else fails.
But that routine works on a gun mount that has far more hydraulics than power steering does.........
